Status Report on legislation

This is the latest as of 03.01.10. 

 

Our tax credit bill on the stage/theatrical side (SB 2478) died as no hearing was set by the Senate’s Ways and Means Committee (Finance). The hearing was due no later than last Friday, 02.26.10.  I did talk to the Chairperson who was not receptive. The words “tax credit” are not good words this year and probably next with furlough and possibly hundreds of state employees losing their jobs.

SB 2144   2/26/2010  Reported from WAM (Stand. Com. Rep. No. 2624) with recommendation of passage on Third Reading, as amended (SD 2).  Part I transfers the television and film industry activities and responsibilities and special fund under the department of business, economic development, and tourism to the Hawaii tourism authority and establishes the Hawaii film office under the authority; authorizes the Hawaii film office to administer the tax credits under section 235-17, Hawaii Revised Statutes; deletes unnecessary provisions; part II amends the Hawaii community-based economic development revolving fund uses to require that moneys in the revolving fund be used to fund the community-based economic development program and enterprise zone program operational and staff costs. ($)

 

HB 2382 2/26/2010   Reported from FIN (Stand. Com. Rep. No. 565-10), recommending passage on Third Reading.   Establishes digital media enterprise subzones near University of Hawaii campuses and within enterprise zones; establishes tax credits for digital media infrastructure development and local workforce employment; authorizes insurance companies to invest in qualified digital media infrastructure projects in lieu of certain state taxes; renames the Hawaii Television and Film Development Special Fund the Hawaii Film Office Special Fund; sunsets on 6/30/2020; effective July 1, 2112. (HB2382 HD1)

 

 

Summary: SB 2144 is being sent the House for further reviews and recommendations.  HB 2382 are being sent to the Senate for the same reviewing process. If these bills passed further scrutiny they will come up for a joined House and Senate Money Committees (Finance and Ways and Means)meeting(s). This combine Committee will hash out what the State budget can pay for and what it will not.

"RELATING TO DIGITAL MEDIA"

Establishes digital media enterprise subzones as unspecified geographic areas surrounding University of Hawaii campuses that are also designated as enterprise zones; establishes tax benefits for digital media infrastructure development and operation and local workforce employment; authorizes insurance companies to invest in qualified digital media infrastructure projects in lieu of pay certain state taxes; renames and amends the Hawaii television and film development special fund to the Hawaii film office special fund; sunsets on 6/30/2020.

"RELATING TO THE FILM INDUSTRY"

Creates a film industry branch special fund with revenues from a general exercise tax surcharge on motion picture theaters and television broadcasting stations and fees charged by the department of business, economic development, and tourism for its film industry activities.
